  生(sheng)(sheng)(sheng)(sheng)態(tai)環(huan)境(jing)分(fen)區管(guan)(guan)控(kong)(kong)是以保(bao)(bao)(bao)障生(sheng)(sheng)(sheng)(sheng)態(tai)功能和(he)改善環(huan)境(jing)質量為目標,實施分(fen)區域差(cha)異化精準管(guan)(guan)控(kong)(kong)的(de)環(huan)境(jing)管(guan)(guan)理制度(du),是提(ti)升生(sheng)(sheng)(sheng)(sheng)態(tai)環(huan)境(jing)治理現代化水(shui)平的(de)重要舉(ju)措。實施生(sheng)(sheng)(sheng)(sheng)態(tai)環(huan)境(jing)分(fen)區管(guan)(guan)控(kong)(kong),嚴守生(sheng)(sheng)(sheng)(sheng)態(tai)保(bao)(bao)(bao)護(hu)紅線(xian)、環(huan)境(jing)質量底線(xian)、資(zi)源(yuan)利(li)用上線(xian),科學指(zhi)導(dao)各(ge)類(lei)開發(fa)保(bao)(bao)(bao)護(hu)建(jian)設活動,對于推動高質量發(fa)展,建(jian)設人與自然和(he)諧共生(sheng)(sheng)(sheng)(sheng)的(de)現代化具(ju)有(you)重要意(yi)義(yi)。為加強生(sheng)(sheng)(sheng)(sheng)態(tai)環(huan)境(jing)分(fen)區管(guan)(guan)控(kong)(kong),經黨中央、國(guo)務(wu)院(yuan)同(tong)意(yi),現提(ti)出(chu)如下意(yi)見。

  一、總體要求

  加強生態(tai)環(huan)境(jing)(jing)分區(qu)管控(kong),要堅持以習近平(ping)(ping)新(xin)時代中國(guo)(guo)特色社(she)會主義思想(xiang)特別是習近平(ping)(ping)生態(tai)文明(ming)思想(xiang)為指導,深(shen)入貫徹黨的二十大精神,落(luo)實全(quan)國(guo)(guo)生態(tai)環(huan)境(jing)(jing)保(bao)護大會部署(shu),完整、準確、全(quan)面貫徹新(xin)發展(zhan)(zhan)理念(nian),加快構建(jian)新(xin)發展(zhan)(zhan)格局,協同推進(jin)降碳(tan)、減污(wu)、擴綠、增長,充(chong)分尊重自(zi)然規律(lv)和(he)區(qu)域(yu)差異(yi),全(quan)面落(luo)實主體(ti)功能(neng)區(qu)戰(zhan)略,充(chong)分銜接國(guo)(guo)土空間規劃和(he)用途管制,以高(gao)水平(ping)(ping)保(bao)護推動高(gao)質(zhi)量發展(zhan)(zhan)、創造高(gao)品質(zhi)生活,努力建(jian)設人與自(zi)然和(he)諧共生的美麗中國(guo)(guo)。

  ——生(sheng)態(tai)優(you)先,綠(lv)色(se)發展。堅持尊重自(zi)然(ran)、順應自(zi)然(ran)、保(bao)護(hu)自(zi)然(ran),守住自(zi)然(ran)生(sheng)態(tai)安全邊界和環境質量底線,落(luo)實自(zi)然(ran)生(sheng)態(tai)安全責任(ren),推進(jin)綠(lv)色(se)低碳發展。

  ——源頭預(yu)防,系統保(bao)(bao)護。健全生態環境源頭預(yu)防體(ti)系,統籌山(shan)水(shui)林(lin)田湖草沙一體(ti)化(hua)保(bao)(bao)護和系統治理,加強(qiang)生物(wu)多(duo)樣性保(bao)(bao)護,強(qiang)化(hua)多(duo)污染物(wu)協同控制和區域協同治理。

  ——精(jing)準(zhun)科(ke)學,依法(fa)管控(kong)。聚焦區域性(xing)、流域性(xing)突出生態(tai)環境問(wen)題,精(jing)準(zhun)科(ke)學施策,依法(fa)依規建立從(cong)問(wen)題識(shi)別(bie)到解(jie)決方案(an)的分區分類管控(kong)策略。

  ——明確責任(ren),協調(diao)聯(lian)動。國家(jia)層(ceng)面做好頂層(ceng)設計,地方黨(dang)委(wei)和政(zheng)府落實主體責任(ren),有(you)關部門加強溝通協調(diao),建立分工協作(zuo)工作(zuo)機制(zhi),提(ti)高政(zheng)策統一性(xing)(xing)、規則一致性(xing)(xing)、執行協同性(xing)(xing)。

  到(dao)2025年(nian),生(sheng)態環(huan)境(jing)分區管(guan)控制(zhi)度基(ji)本(ben)建立,全(quan)域覆蓋、精(jing)準科學(xue)的生(sheng)態環(huan)境(jing)分區管(guan)控體(ti)系(xi)初步(bu)形成。到(dao)2035年(nian),體(ti)系(xi)健全(quan)、機制(zhi)順暢、運行高效的生(sheng)態環(huan)境(jing)分區管(guan)控制(zhi)度全(quan)面建立,為生(sheng)態環(huan)境(jing)根本(ben)好轉、美麗中國目標基(ji)本(ben)實(shi)現提供有力(li)支撐。

  二、全面推進生態環境分區管控

  (一)制(zhi)定(ding)(ding)生(sheng)態(tai)環(huan)境分區管控(kong)方案(an)。深入實(shi)施主體功能區戰略,全(quan)面落實(shi)《全(quan)國(guo)國(guo)土(tu)空間(jian)(jian)規劃綱(gang)要(yao)(2021-2035年)》,制(zhi)定(ding)(ding)以落實(shi)生(sheng)態(tai)保護紅(hong)線(xian)、環(huan)境質量底線(xian)、資源(yuan)利用(yong)上線(xian)硬(ying)約束為(wei)重點,以生(sheng)態(tai)環(huan)境管控(kong)單元為(wei)基礎,以生(sheng)態(tai)環(huan)境準入清單為(wei)手段,以信(xin)息平臺為(wei)支撐的生(sheng)態(tai)環(huan)境分區管控(kong)方案(an)。堅持國(guo)家指導(dao)、省級(ji)統籌、市(shi)級(ji)落地的原則,分級(ji)編(bian)制(zhi)發布本行政(zheng)區域(yu)內(nei)生(sheng)態(tai)環(huan)境分區管控(kong)方案(an)。省級(ji)、市(shi)級(ji)生(sheng)態(tai)環(huan)境分區管控(kong)方案(an)由同級(ji)政(zheng)府組(zu)織編(bian)制(zhi),充分做好與國(guo)土(tu)空間(jian)(jian)規劃“一張圖(tu)”系統的銜接(jie),報(bao)上一級(ji)生(sheng)態(tai)環(huan)境主管部門備案(an)后發布實(shi)施。

  (二)確(que)(que)定生(sheng)(sheng)態(tai)環境(jing)(jing)(jing)管(guan)控(kong)單(dan)(dan)元(yuan)(yuan)。基于(yu)生(sheng)(sheng)態(tai)環境(jing)(jing)(jing)結構(gou)、功能、質(zhi)量等區(qu)(qu)(qu)域(yu)特征,通過環境(jing)(jing)(jing)評價(jia),在大氣、水(shui)、土壤、生(sheng)(sheng)態(tai)、聲、海洋等各生(sheng)(sheng)態(tai)環境(jing)(jing)(jing)要素管(guan)理分區(qu)(qu)(qu)的(de)基礎(chu)上,落實“三區(qu)(qu)(qu)三線”劃定成果,以生(sheng)(sheng)態(tai)保(bao)(bao)護(hu)(hu)(hu)紅線為基礎(chu),把該保(bao)(bao)護(hu)(hu)(hu)的(de)區(qu)(qu)(qu)域(yu)劃出來,確(que)(que)定生(sheng)(sheng)態(tai)環境(jing)(jing)(jing)優先保(bao)(bao)護(hu)(hu)(hu)單(dan)(dan)元(yuan)(yuan);以生(sheng)(sheng)態(tai)環境(jing)(jing)(jing)質(zhi)量改(gai)善壓力(li)大、資源能源消耗強度高、污染物(wu)排放(fang)集中、生(sheng)(sheng)態(tai)破壞嚴重(zhong)(zhong)、環境(jing)(jing)(jing)風險高的(de)區(qu)(qu)(qu)域(yu)為主(zhu)體,把發展同保(bao)(bao)護(hu)(hu)(hu)矛盾突出的(de)區(qu)(qu)(qu)域(yu)識別出來,確(que)(que)定生(sheng)(sheng)態(tai)環境(jing)(jing)(jing)重(zhong)(zhong)點(dian)管(guan)控(kong)單(dan)(dan)元(yuan)(yuan);生(sheng)(sheng)態(tai)環境(jing)(jing)(jing)優先保(bao)(bao)護(hu)(hu)(hu)單(dan)(dan)元(yuan)(yuan)和生(sheng)(sheng)態(tai)環境(jing)(jing)(jing)重(zhong)(zhong)點(dian)管(guan)控(kong)單(dan)(dan)元(yuan)(yuan)以外(wai)的(de)其他(ta)區(qu)(qu)(qu)域(yu)實施一般管(guan)控(kong)。

  (三(san))編制生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)準(zhun)入清(qing)單(dan)。落實(shi)市場準(zhun)入負面清(qing)單(dan),根據生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)功能(neng)(neng)定位(wei)和國土(tu)空間用(yong)途管(guan)(guan)制要(yao)求(qiu),聚(ju)焦解(jie)決突(tu)(tu)出生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)問(wen)題(ti),系(xi)統(tong)集成現有生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)管(guan)(guan)理(li)規(gui)定,精準(zhun)編制差別化(hua)生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)準(zhun)入清(qing)單(dan),提(ti)出管(guan)(guan)控(kong)污染物(wu)排放(fang)、防控(kong)環(huan)境(jing)(jing)風險(xian)、提(ti)高資源能(neng)(neng)源利用(yong)效(xiao)率等要(yao)求(qiu)。因地制宜實(shi)施(shi)“一(yi)單(dan)元一(yi)策略”的精細化(hua)管(guan)(guan)理(li),生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)優先保(bao)護(hu)單(dan)元要(yao)加強(qiang)生(sheng)(sheng)態(tai)(tai)(tai)(tai)系(xi)統(tong)保(bao)護(hu)和功能(neng)(neng)維(wei)護(hu),生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)重點管(guan)(guan)控(kong)單(dan)元要(yao)針(zhen)對突(tu)(tu)出生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)問(wen)題(ti)強(qiang)化(hua)污染物(wu)排放(fang)管(guan)(guan)控(kong)和環(huan)境(jing)(jing)風險(xian)防控(kong),其他區域要(yao)保(bao)持生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)質量基本穩定。生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)質量改(gai)善壓力大、問(wen)題(ti)和風險(xian)突(tu)(tu)出的地方,要(yao)制定更為精準(zhun)的管(guan)(guan)控(kong)要(yao)求(qiu)。

  (四)加強(qiang)生(sheng)(sheng)態(tai)環(huan)(huan)境分區管(guan)控(kong)信(xin)息(xi)共享(xiang)。推(tui)進國(guo)家和省級(ji)生(sheng)(sheng)態(tai)環(huan)(huan)境分區管(guan)控(kong)系統與(yu)其他業務系統的信(xin)息(xi)共享(xiang)、業務協(xie)同,強(qiang)化對數據管(guan)理(li)、調整更新(xin)、實施應用(yong)、跟(gen)蹤評估、監督管(guan)理(li)的支(zhi)撐作用(yong)。推(tui)進新(xin)一代信(xin)息(xi)技術、人工智能等與(yu)生(sheng)(sheng)態(tai)環(huan)(huan)境分區管(guan)控(kong)融合創新(xin),完善在線政務服務和智慧(hui)決策功能,提升服務效能。

  (五(wu))統籌開展(zhan)定(ding)期調整與動(dong)(dong)態(tai)更新(xin)。生態(tai)環(huan)境(jing)分區(qu)管(guan)控方案(an)原則上保(bao)持穩定(ding),每(mei)5年結合(he)國民經(jing)濟和社會發(fa)展(zhan)規(gui)(gui)(gui)(gui)劃(hua)、國土(tu)空(kong)間(jian)規(gui)(gui)(gui)(gui)劃(hua)評(ping)估情況(kuang)定(ding)期調整。5年內確需更新(xin)的(de)(de)(de),按照“誰發(fa)布、誰更新(xin)”的(de)(de)(de)原則,在充分銜接國民經(jing)濟和社會發(fa)展(zhan)規(gui)(gui)(gui)(gui)劃(hua)、國土(tu)空(kong)間(jian)規(gui)(gui)(gui)(gui)劃(hua)的(de)(de)(de)基礎上,開展(zhan)動(dong)(dong)態(tai)更新(xin),同時報上一級生態(tai)環(huan)境(jing)主管(guan)部門備案(an)。因重大戰略(lve)、生態(tai)環(huan)境(jing)保(bao)護目標等發(fa)生變化而更新(xin)的(de)(de)(de),應(ying)組織(zhi)科學論證;生態(tai)保(bao)護紅線、飲用水水源(yuan)保(bao)護區(qu)、自(zi)然保(bao)護地等法(fa)定(ding)保(bao)護區(qu)域依法(fa)依規(gui)(gui)(gui)(gui)設立、調整或撤(che)并以及法(fa)律法(fa)規(gui)(gui)(gui)(gui)有新(xin)規(gui)(gui)(gui)(gui)定(ding)的(de)(de)(de),相應(ying)進行同步更新(xin)。

  三、助推經濟社會高質量發展

  (六)服務國(guo)家重(zhong)(zhong)大(da)戰(zhan)略(lve)(lve)。通過生態(tai)環境分(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong),加強(qiang)整(zheng)體性(xing)保(bao)(bao)護和(he)系統性(xing)治(zhi)理,支撐優化(hua)(hua)重(zhong)(zhong)大(da)生產(chan)力布局(ju),服務國(guo)家重(zhong)(zhong)大(da)基礎設(she)施(shi)建(jian)設(she),保(bao)(bao)障國(guo)家重(zhong)(zhong)大(da)戰(zhan)略(lve)(lve)實(shi)施(shi)。落實(shi)長(chang)(chang)江經濟帶發(fa)展(zhan)戰(zhan)略(lve)(lve),推(tui)動長(chang)(chang)江全(quan)流域(yu)(yu)按單元精細化(hua)(hua)分(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong),加強(qiang)沿江重(zhong)(zhong)化(hua)(hua)工(gong)業(ye)(ye)水污(wu)染防(fang)治(zhi)和(he)環境風(feng)險防(fang)控(kong)(kong),防(fang)止重(zhong)(zhong)污(wu)染企業(ye)(ye)和(he)項目向(xiang)長(chang)(chang)江中(zhong)上(shang)游(you)轉移。落實(shi)黃(huang)河(he)(he)流域(yu)(yu)生態(tai)保(bao)(bao)護和(he)高質(zhi)量發(fa)展(zhan)戰(zhan)略(lve)(lve),實(shi)施(shi)上(shang)中(zhong)下游(you)地(di)區(qu)(qu)差異(yi)化(hua)(hua)分(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong),優化(hua)(hua)黃(huang)河(he)(he)中(zhong)上(shang)游(you)能源(yuan)(yuan)化(hua)(hua)工(gong)和(he)新(xin)能源(yuan)(yuan)產(chan)業(ye)(ye)布局(ju),促(cu)進中(zhong)下游(you)產(chan)業(ye)(ye)綠色低(di)碳循環發(fa)展(zhan)。強(qiang)化(hua)(hua)生態(tai)環境分(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)在京津冀、長(chang)(chang)三角、粵港(gang)澳大(da)灣區(qu)(qu)產(chan)業(ye)(ye)、能源(yuan)(yuan)和(he)交通運輸結(jie)構調整(zheng)中(zhong)的(de)應用,建(jian)立陸岸海聯動、區(qu)(qu)域(yu)(yu)一體化(hua)(hua)的(de)生態(tai)環境管(guan)(guan)控(kong)(kong)機制(zhi)(zhi),引導傳統制(zhi)(zhi)造(zao)業(ye)(ye)綠色低(di)碳轉型升(sheng)級及戰(zhan)略(lve)(lve)性(xing)新(xin)興(xing)產(chan)業(ye)(ye)合理布局(ju)。

  (七)促進綠色低(di)碳(tan)(tan)發(fa)展。落實國(guo)家高(gao)耗能、高(gao)排放、低(di)水平項(xiang)目管(guan)理有(you)(you)關(guan)制(zhi)度和(he)政策要求(qiu),引導重(zhong)(zhong)點行業向環(huan)境(jing)容量大、市場(chang)需求(qiu)旺盛、市場(chang)保障條件(jian)好的地(di)(di)區(qu)科學布(bu)局、有(you)(you)序(xu)轉(zhuan)移(yi)。強(qiang)化(hua)(hua)生(sheng)態(tai)(tai)環(huan)境(jing)重(zhong)(zhong)點管(guan)控(kong)單元(yuan)管(guan)理,推(tui)進石化(hua)(hua)化(hua)(hua)工、鋼鐵、建(jian)(jian)材(cai)等(deng)傳統產業綠色低(di)碳(tan)(tan)轉(zhuan)型升(sheng)級(ji)和(he)清潔(jie)生(sheng)產改(gai)造(zao)。完善產業園(yuan)區(qu)環(huan)境(jing)基礎(chu)設(she)施(shi)建(jian)(jian)設(she),推(tui)動產業集聚發(fa)展和(he)集中治(zhi)污(wu)。銜接(jie)生(sheng)態(tai)(tai)環(huan)境(jing)準入清單,引導人口密度較高(gao)的中心城區(qu)傳統產業功(gong)能空間有(you)(you)序(xu)騰退(tui)。優化(hua)(hua)生(sheng)態(tai)(tai)環(huan)境(jing)優先保護(hu)單元(yuan)管(guan)理,鼓勵探索生(sheng)態(tai)(tai)產品價值(zhi)實現模式(shi)和(he)路徑,提升(sheng)生(sheng)態(tai)(tai)碳(tan)(tan)匯能力。在保證生(sheng)態(tai)(tai)系統多樣性、穩(wen)定性、持續性的前(qian)提下,支持國(guo)家重(zhong)(zhong)大戰略、重(zhong)(zhong)大基礎(chu)設(she)施(shi)、民生(sheng)保障等(deng)項(xiang)目建(jian)(jian)設(she)。實施(shi)好沙(sha)漠(mo)、戈壁、荒漠(mo)地(di)(di)區(qu)大型風電和(he)光(guang)伏(fu)基地(di)(di)建(jian)(jian)設(she)。

  (八)支(zhi)撐(cheng)綜合(he)(he)決策(ce)。加強生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)分區(qu)管(guan)控(kong)成果應用,為地方黨委和政(zheng)府提(ti)供決策(ce)支(zhi)撐(cheng)。把生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)分區(qu)管(guan)控(kong)實(shi)施成效評估作為優化環(huan)境(jing)影響評價管(guan)理的(de)重要依據。加強生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)分區(qu)管(guan)控(kong)對企(qi)業投(tou)資的(de)引導,在生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)分區(qu)管(guan)控(kong)信息平臺依法依規設置公共查閱權限,方便企(qi)業分析項目與生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)分區(qu)管(guan)控(kong)要求的(de)符(fu)合(he)(he)性,激發經營(ying)主體發展活力。

  四、實施生態環境高水平保護

  (九)維(wei)護(hu)(hu)生(sheng)(sheng)(sheng)態安(an)全(quan)格(ge)局。嚴格(ge)落實生(sheng)(sheng)(sheng)態保(bao)護(hu)(hu)紅線(xian)管控(kong)要(yao)求(qiu)。以生(sheng)(sheng)(sheng)態保(bao)護(hu)(hu)紅線(xian)為重(zhong)點(dian),改善生(sheng)(sheng)(sheng)態系(xi)統(tong)質量,提升生(sheng)(sheng)(sheng)態系(xi)統(tong)穩定性和服務(wu)功能。強化(hua)生(sheng)(sheng)(sheng)物(wu)多(duo)樣性保(bao)護(hu)(hu),健全(quan)生(sheng)(sheng)(sheng)物(wu)多(duo)樣性保(bao)護(hu)(hu)網絡。加強監測(ce)預警,主動適(shi)應氣(qi)候(hou)變化(hua)。對青藏高原生(sheng)(sheng)(sheng)態屏障區(qu)(qu)、黃河重(zhong)點(dian)生(sheng)(sheng)(sheng)態區(qu)(qu)、長江重(zhong)點(dian)生(sheng)(sheng)(sheng)態區(qu)(qu)和東北(bei)(bei)森林帶(dai)、北(bei)(bei)方(fang)防沙帶(dai)、南方(fang)丘陵山地帶(dai)、海(hai)岸帶(dai)等重(zhong)點(dian)區(qu)(qu)域,分單元識別突出環境問題(ti),落實環境治理差異(yi)化(hua)管控(kong)要(yao)求(qiu)。

  (十)推(tui)(tui)動環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)質量改善。強(qiang)化(hua)(hua)(hua)(hua)(hua)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)分區管(guan)(guan)控實施,形成問(wen)(wen)題識別、精(jing)準(zhun)溯源、分區施策的(de)工(gong)作閉(bi)環(huan)(huan)(huan)(huan),推(tui)(tui)動解決突(tu)出生(sheng)(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)問(wen)(wen)題,防范結構性(xing)、布(bu)局性(xing)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)風(feng)險,為(wei)高(gao)質量發展(zhan)騰出容量、拓展(zhan)空(kong)間。深化(hua)(hua)(hua)(hua)(hua)流(liu)域水環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)分區管(guan)(guan)控,統籌(chou)水資(zi)源、水環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)、水生(sheng)(sheng)態(tai)治理(li),強(qiang)化(hua)(hua)(hua)(hua)(hua)流(liu)域內水源涵養區、河(he)(he)湖水域及其緩沖帶等重(zhong)要水生(sheng)(sheng)態(tai)空(kong)間管(guan)(guan)理(li),加(jia)強(qiang)農業面源污染(ran)防治。加(jia)強(qiang)近岸(an)海(hai)域生(sheng)(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)分區管(guan)(guan)控,陸海(hai)統籌(chou)推(tui)(tui)進重(zhong)點河(he)(he)口海(hai)灣管(guan)(guan)理(li)。綜合考(kao)慮大氣(qi)區域傳輸(shu)規律和(he)空(kong)間布(bu)局敏感性(xing)等,強(qiang)化(hua)(hua)(hua)(hua)(hua)分區分類差(cha)異化(hua)(hua)(hua)(hua)(hua)協(xie)同管(guan)(guan)控。按照土壤污染(ran)程度(du)和(he)相關標準(zhun),實施農用地(di)分類管(guan)(guan)理(li)和(he)建設(she)用地(di)準(zhun)入(ru)管(guan)(guan)理(li)。加(jia)強(qiang)聲環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)管(guan)(guan)理(li),推(tui)(tui)動大型交通基礎設(she)施、工(gong)業集中區等與(yu)噪聲敏感建筑物(wu)集中區域用地(di)布(bu)局協(xie)調。探索(suo)開展(zhan)地(di)下水污染(ran)防治分區管(guan)(guan)控模式,統籌(chou)地(di)上(shang)地(di)下,制定差(cha)別化(hua)(hua)(hua)(hua)(hua)的(de)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)準(zhun)入(ru)和(he)污染(ran)風(feng)險管(guan)(guan)控要求。

  (十一)強(qiang)化(hua)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)保護政(zheng)策(ce)(ce)協(xie)同(tong)。發(fa)揮生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)分(fen)(fen)區管(guan)(guan)(guan)(guan)控在源頭預防(fang)體系(xi)(xi)中(zhong)的(de)(de)基礎性作用,實(shi)現全(quan)域覆蓋、跨部(bu)(bu)門協(xie)同(tong)、多要素綜合的(de)(de)精細(xi)化(hua)管(guan)(guan)(guan)(guan)理(li)。加強(qiang)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)分(fen)(fen)區管(guan)(guan)(guan)(guan)控與國(guo)土空間規劃的(de)(de)動態(tai)(tai)(tai)(tai)銜接(jie),針對不(bu)同(tong)區域開發(fa)保護建設活動的(de)(de)特點,聚焦(jiao)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)質量改(gai)善(shan),實(shi)施分(fen)(fen)單(dan)元(yuan)差異(yi)化(hua)的(de)(de)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)管(guan)(guan)(guan)(guan)理(li),生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)主管(guan)(guan)(guan)(guan)部(bu)(bu)門和自然(ran)資(zi)源主管(guan)(guan)(guan)(guan)部(bu)(bu)門要選(xuan)擇典型地(di)區開展試點、積累經驗、完(wan)善(shan)機(ji)制,形成政(zheng)策(ce)(ce)合力(li)。開展生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)分(fen)(fen)區管(guan)(guan)(guan)(guan)控減污(wu)降(jiang)碳協(xie)同(tong)試點,研究落實(shi)以碳排放、污(wu)染物(wu)排放等(deng)為依據的(de)(de)差別(bie)化(hua)調控政(zheng)策(ce)(ce)。強(qiang)化(hua)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)保護相關政(zheng)策(ce)(ce)與生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)分(fen)(fen)區管(guan)(guan)(guan)(guan)控制度的(de)(de)協(xie)同(tong),將生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)分(fen)(fen)區管(guan)(guan)(guan)(guan)控要求(qiu)納(na)入生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)有關標準、政(zheng)策(ce)(ce)等(deng)制定修訂中(zhong)。鼓勵各地(di)以產業園區、自由貿易試驗區等(deng)為重點,開展生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)分(fen)(fen)區管(guan)(guan)(guan)(guan)控與環(huan)境(jing)(jing)(jing)(jing)(jing)影響(xiang)評價(jia)、排污(wu)許可、環(huan)境(jing)(jing)(jing)(jing)(jing)監測(ce)、執(zhi)法監管(guan)(guan)(guan)(guan)等(deng)協(xie)調聯動改(gai)革試點,探索構建全(quan)鏈條生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)(jing)(jing)管(guan)(guan)(guan)(guan)理(li)體系(xi)(xi)。

  五、加強監督考核

  (十二)強化監(jian)(jian)督管(guan)理。有關部門要按(an)照職責分(fen)(fen)工,依(yi)托相(xiang)關監(jian)(jian)管(guan)平臺,充分(fen)(fen)利用大數據、衛星遙(yao)感(gan)、無人機等技(ji)術手段(duan)開展動態(tai)(tai)監(jian)(jian)控(kong),對發現的(de)突(tu)出(chu)問題和(he)風險隱患開展現場(chang)檢查并嚴格依(yi)法(fa)(fa)查處。對生(sheng)態(tai)(tai)功能明(ming)顯(xian)降低(di)的(de)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)優先保護(hu)單元、生(sheng)態(tai)(tai)環(huan)(huan)境(jing)問題突(tu)出(chu)的(de)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)重(zhong)點管(guan)控(kong)單元以及環(huan)(huan)境(jing)質量(liang)明(ming)顯(xian)下降的(de)其他區域(yu),加強監(jian)(jian)管(guan)執法(fa)(fa),依(yi)法(fa)(fa)依(yi)規推動限期整改。將生(sheng)態(tai)(tai)環(huan)(huan)境(jing)分(fen)(fen)區管(guan)控(kong)制度(du)落實中(zhong)存在的(de)突(tu)出(chu)問題納(na)入(ru)中(zhong)央(yang)和(he)省級(ji)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)保護(hu)督察。

  (十(shi)三)完善考(kao)(kao)核評(ping)價。將生態(tai)環(huan)境(jing)分區管控實施情況納入污染防治攻堅戰成(cheng)效考(kao)(kao)核等,考(kao)(kao)核結果(guo)作(zuo)為地(di)方(fang)領導班子(zi)和有(you)(you)關領導干(gan)部綜合考(kao)(kao)核評(ping)價、獎懲任免(mian)的(de)重要參(can)考(kao)(kao)。國務院生態(tai)環(huan)境(jing)主管部門會同(tong)有(you)(you)關部門對工作(zuo)落實情況進行跟蹤了解,工作(zuo)成(cheng)效作(zuo)為“綠水(shui)青山就是金(jin)山銀山”實踐創(chuang)新基地(di)建設等的(de)重要參(can)考(kao)(kao)。

  六、組織保障

  (十(shi)四)加(jia)強(qiang)組織領(ling)導。堅持黨對生態(tai)環(huan)境(jing)分區(qu)管控工作的領(ling)導。地(di)方(fang)各級黨委和政府要(yao)嚴(yan)格落(luo)實生態(tai)環(huan)境(jing)保護(hu)“黨政同(tong)責、一崗雙責”,完善(shan)工作推(tui)進(jin)機制,定期研究生態(tai)環(huan)境(jing)分區(qu)管控工作,常態(tai)化(hua)推(tui)進(jin)共享(xiang)共用(yong)、調整更新、監督(du)落(luo)實等(deng)事項,及時(shi)報告(gao)重(zhong)要(yao)工作進(jin)展,形成上下聯動、各司(si)其職、齊抓共管的良好格局。各地(di)區(qu)可結合(he)實際制定配(pei)套文件(jian)。

  (十五)強(qiang)化(hua)部(bu)(bu)門聯(lian)動。國(guo)務院生態(tai)(tai)環(huan)境(jing)(jing)主(zhu)管(guan)(guan)部(bu)(bu)門要(yao)(yao)會(hui)同(tong)有關(guan)(guan)(guan)部(bu)(bu)門制定(ding)完善(shan)生態(tai)(tai)環(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)(kong)相(xiang)關(guan)(guan)(guan)政策。發(fa)(fa)展(zhan)改革部(bu)(bu)門要(yao)(yao)積極推動生態(tai)(tai)環(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)(kong)成果與(yu)國(guo)民經濟(ji)和社(she)會(hui)發(fa)(fa)展(zhan)相(xiang)關(guan)(guan)(guan)規(gui)劃(hua)(hua)、區(qu)(qu)域(yu)規(gui)劃(hua)(hua)編制實施(shi)(shi)充分(fen)(fen)(fen)(fen)(fen)銜接(jie)。自然資(zi)源主(zhu)管(guan)(guan)部(bu)(bu)門要(yao)(yao)依(yi)托國(guo)土空(kong)間規(gui)劃(hua)(hua)“一(yi)張圖(tu)”系(xi)統(tong)(tong),共享生態(tai)(tai)保護紅(hong)線(xian)等數據(ju),加強(qiang)生態(tai)(tai)環(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)(kong)方案與(yu)國(guo)土空(kong)間規(gui)劃(hua)(hua)的(de)銜接(jie),共同(tong)做好相(xiang)關(guan)(guan)(guan)研究及試(shi)點先行等工(gong)作(zuo)。水(shui)行政主(zhu)管(guan)(guan)部(bu)(bu)門負責水(shui)資(zi)源管(guan)(guan)理(li)(li)(li)、水(shui)域(yu)岸(an)線(xian)管(guan)(guan)理(li)(li)(li)等有關(guan)(guan)(guan)工(gong)作(zuo),實施(shi)(shi)水(shui)資(zi)源差別化(hua)管(guan)(guan)理(li)(li)(li),合理(li)(li)(li)控(kong)(kong)(kong)制水(shui)資(zi)源開(kai)發(fa)(fa)利用(yong)規(gui)模(mo),與(yu)生態(tai)(tai)環(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)(kong)聯(lian)動。林業(ye)和草原主(zhu)管(guan)(guan)部(bu)(bu)門要(yao)(yao)加強(qiang)各類自然保護地管(guan)(guan)理(li)(li)(li)與(yu)生態(tai)(tai)環(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)(kong)的(de)協(xie)調聯(lian)動。工(gong)業(ye)和信息(xi)化(hua)、住房城鄉建設、交通運(yun)輸、農業(ye)農村等有關(guan)(guan)(guan)主(zhu)管(guan)(guan)部(bu)(bu)門要(yao)(yao)根據(ju)職(zhi)責分(fen)(fen)(fen)(fen)(fen)工(gong),加強(qiang)本領域(yu)相(xiang)關(guan)(guan)(guan)工(gong)作(zuo)與(yu)生態(tai)(tai)環(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)(kong)協(xie)調聯(lian)動,制定(ding)行業(ye)發(fa)(fa)展(zhan)和開(kai)發(fa)(fa)利用(yong)政策、規(gui)劃(hua)(hua)時,應(ying)充分(fen)(fen)(fen)(fen)(fen)考慮生態(tai)(tai)環(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)(kong)要(yao)(yao)求,減少對生態(tai)(tai)系(xi)統(tong)(tong)功能和環(huan)境(jing)(jing)質(zhi)量的(de)負面影(ying)響(xiang)。有關(guan)(guan)(guan)部(bu)(bu)門應(ying)出臺有利于(yu)生態(tai)(tai)環(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)(kong)實施(shi)(shi)應(ying)用(yong)的(de)政策,并推動生態(tai)(tai)環(huan)境(jing)(jing)分(fen)(fen)(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)(kong)監(jian)督執法協(xie)調聯(lian)動。

  (十(shi)六)完善法(fa)規(gui)標(biao)準。推動將(jiang)生(sheng)態(tai)環境(jing)分(fen)(fen)區(qu)管控(kong)要(yao)(yao)求納入(ru)相(xiang)關法(fa)律法(fa)規(gui)制(zhi)定修訂。鼓勵有立法(fa)權的(de)(de)地(di)方研究制(zhi)定與生(sheng)態(tai)環境(jing)分(fen)(fen)區(qu)管控(kong)相(xiang)關的(de)(de)地(di)方性法(fa)規(gui)。國務院生(sheng)態(tai)環境(jing)主管部(bu)門要(yao)(yao)會(hui)同(tong)自然資源(yuan)主管部(bu)門等(deng)研究制(zhi)定生(sheng)態(tai)環境(jing)分(fen)(fen)區(qu)管控(kong)單元劃分(fen)(fen)要(yao)(yao)求及(ji)相(xiang)關標(biao)準規(gui)范。

  (十七)強(qiang)化(hua)(hua)能力(li)建(jian)設。加強(qiang)生態環境(jing)分區管(guan)控領域(yu)相關學科建(jian)設、科學研究(jiu)和人才培(pei)養,加快建(jian)立專(zhuan)業化(hua)(hua)隊伍。完善生態環境(jing)分區管(guan)控信息平臺建(jian)設。各級財(cai)政部門(men)要綜(zong)合考慮工作目標和任務,按(an)照財(cai)政事權(quan)和支(zhi)出責任劃分原則落實資金保障。

  (十(shi)八)積極(ji)宣傳引導(dao)。將生態環境分區管(guan)控納入黨政領導(dao)干(gan)部教育培訓內容。加(jia)強宣傳解讀,及時總結推廣正面典(dian)型,曝(pu)光反面案例,營造全社(she)會廣泛(fan)關注(zhu)、共(gong)同參與的良好(hao)氛(fen)圍。
